LEAPS AISBL inaugurated in Brussels: a strategic step for the future of European Research Infrastructures

On 22 April 2026, LEAPS AISBL (League of European Accelerator-based Photon Sources) was officially inaugurated in Brussels, establishing a new legal entity to strengthen coordination among Europe’s leading synchrotron and free-electron laser facilities and opening a new phase for the strategic role of Research Infrastructures in the future FP10 framework programme.

Hosted at the Hanse Office, the event brought together representatives from European institutions, research organisations and industry to discuss how large-scale research infrastructures can contribute to Europe’s competitiveness, technological sovereignty and resilience. Elettra Sincrotrone Trieste took part in the discussions through its President and CEO Alfonso Franciosi, reaffirming its active role in shaping the European dialogue on the future of research.

The establishment of LEAPS as an AISBL marks an important transition: from a coordination network to a recognised entity able to represent more effectively the shared interests of Europe’s photon science facilities and contribute strategically to policy discussions at European level. As noted by Thomas Feurer, recently appointed Chair of the LEAPS Board of Directors, the formalisation of LEAPS provides a legal framework to strengthen collaboration and address, with a shared vision, emerging challenges related to scientific sovereignty, data security and science diplomacy.
 

At the heart of the discussions was the role of research infrastructures in FP10, with a common message emerging clearly: Europe needs long-term vision, more stable funding models and stronger integration between science, industry and innovation policy. The debate also highlighted the capacity of research infrastructures to attract talent, support industrial competitiveness and accelerate technology transfer.

The inauguration of LEAPS AISBL therefore represents not only an institutional milestone, but also a concrete signal of European ambition: to strengthen a common voice for research infrastructures and position them as key pillars of Europe’s scientific, technological and economic future.

As Feurer remarked, bringing Europe’s facilities together has created a powerful platform that no single research institution could have achieved alone; with LEAPS AISBL, that collaborative vision now gains a stronger framework to move further into the future.
